NCC In Delhi_______

Brief History

The National Cadet Corps was raised in January 1950 and  was located at Delhi Cantt. To start with, it was named as Headquarters 7 Circle Cadet Corps and constituted the States of Rajasthan, Jammu & Kashmir, Himachal Pradesh and Union Territory of Delhi. In 1962, the Directorate was shifted to the Red Fort and was rechristened as NCC Directorate Delhi. Initially, this Directorate had 4 Group Headquarters and 26 NCC Units under its command. In July 1963, one Group HQ and 6 Units of the State of Himachal Pradesh were placed under the command of NCC Directorate Punjab. In 1977, Group HQ 'A' of this Directorate was disbanded. The Directorate now has two Group Headquarters with nine units each. 

Organisation of State Level

Delhi Directorate is headed by a Deputy Director General, an Army Officer of the rank of Brigadier, who is responsible for National Cadet Corps activities in Delhi. The second in command is the Director,NCC Delhi, who is of the rank of Captain (Indian Navy). The Directorate also has two groups commanded by Colonels or equivalent, each having nine units. The Units are commanded by Lieutenant Colonel/Major or their equivalents. Besides this, four Dy. Directors of the rank of Lt. Col. and Major are posted at the Directorate. The Central Govt. has also Accounts Officer and one Administrative Officer(Civil) apart from other subordinate staff. The State Govt. has also provided on Administrative Officer of the rank of UTCS Cadre, one Senior Accounts Officer, one Superintendent and one Junior Accounts Officer apart from the other subordinate staff, which is posted in various Groups and Units.

NCC Directorate Delhi is located in the Old Sectt. Complex, Delhi.
    
NCC Gp. HQ Delhi 'B' was raised on 1 March 1965 at Patel Nagar in hired house. It shifted to its present location, i.e. Old Rajdhani College in Dec., 1976. Gp 'A' was merged with it subsequently, it has nine units under command, which are as under:-

NCC Gp. HQ Delhi 'C' was originally raised in 1965 and designated as NCC Gp. HQ Delhi 'D'. On re-organisation of the NCC in Delhi it was redesignated as NCC Gp HQ Delhi 'C'. It also has nine units under its command, which are as under:-

Incentives Given To NCC Cadets By N.C.C. Headquarters ________

Scholarship Scheme :

150 Scholarships to JD/JW and 100 scholarships to SD/SW of Rs.2000/- each awarded annually to meritorious NCC Cadets who have undergone two years training with minimum 60% attendance.
 
JD/JW - 10th pass with minimum 70% marks in aggregate.
 
SD/SW - 10+2 or Pre-Degree/Pre-University/Diploma in Polytechnic, with 70% in aggregate of
    science stream & 60% of art/commerce stream.

Note: Relaxation of 5% marks for SC/ST. Bonus 10% marks on securing minimum percentage as above to SC/ST/OBC.
 
Financial Assistance to the NCC Cadets & their Families :
  
Delhi :

1.25 lakhs (Due to high risk NCC activities).

1 lakh (During other NCC activities)
 
Injury Reimbursement of upto Rs.1lakh for specialised treatment in case of permanent disability and upto Rs.50,000/- for normal treatment.

Financial Support to NCC

Funding of the NCC is the dual responsibility of Central and the State Governments. Matching support from both these sources is therefore a mandatory requirement to ensure functional efficiency of the organisation. The State Govt. bears the liability for the following expenditure:-

Pay and Allowance of State Government Employees in NCC Organisation.
   
Office Accommodation, Furniture, POL etc. in respect of Gp HQ and Units.
 
Refreshment, Washing and Polishing Allowances for NCC Cadets.
   
Outfit and Outfit Maintenance, and Honorarium for ANOs.
   
Pre-Commission and Refresher Training for ANOs.

 50% of NCC Camp expenditure by the State Government. The other 50% is reimbursed by the Central Govt.

Incentives Given To NCC Cadets By Para Military Forces ________

BSF  
'A' Certificate -- 4 marks
  
'B' Certificate -- 6 marks

'C' Certificate -- 10 marks
  
CISF :Preferential marks to NCC certificate holders for recruitment in CISF
  
'B' Certificate -- 1 mark
  
'C' Certificate -- 3 marks
   
Coast Guard : Weightage of 15 marks to NCC 'C' Certificate holders for recruitment in officer cadre or ranks, depending on education qualification.
   
ITBP : Preference to NCC 'C' Certificate holders for recruitment in officer cadre of ranks, depending on education qualification.

Incentives Given To NCC Cadets By Central Govt. ________

NCC 'C' Certificate holders in age group 19-25 years are required to compete in UPSC Examination for Commission though IMA or OTA.
   
32 Vacancies are reserved in regular course of IMA for 'C' Certificate holders, irrespective of position in merit, subject of passing UPSC examination and clearing SSB interview.
    
NCC Special Entry Scheme for SD Wings graduates in OTA in group 19-25 years with 50% marks, through DDG of states for direct interview (SSB) every year. The Cadets are exempted from CDS examination conducted by UPSC.
  
Navy

Upto nine vacancies per course for commission in Navy are reserved for NCC 'C' Cert pass graduate cadets with B.Sc (Physics & Maths) or BE, in the age group of 19 to 24 years and passed by SSB Exempted from CDS examination of UPSC.
   
Air Force
  
Pilots Course : 10% of vacancies for direct entry for Pilots Course for NCC 'C' Certificate holders of Air Wing (Not Processed through UPSC examination).
   
Other Branches : 10% vacancies reserved in each branch for NCC 'C' Certificate holders. Not processed through UPSC examination.

Attachment Training Camps In NCC _____

NCC cadets are given an opportunity to live and work in regular service units in the form of Attachment Training. Allocation of 20,000 vacancies for attachment to various Army Command Head Quarters is done by the Army Head Quarters. The attachment training is for approx 15 days. This includes 560 SW cdts attached with various centres/Depots where lady offrs are posted. In addition 1000 Senior Wing Girl cadets are attached with various Military Hospitals every year.
 
  • IMA Attachment. Every year 120 SD cadets are given attachment training with IMA, Dehradun
  • OTA Attachment. 48 girl cadets are given attachment training with OTA, Chennai.
  • Navy Attachment. 550 Senior cadets (Girls and Boys) are attached to various Naval ships and establishments every year. In addition 25 Naval Wing Indian cadets are given attachment training at Naval Academy, INS Mandovi.
  • Air Force Attachment. 200 SD cadets and 20 ANOs are attached to various Air Force stations and establishments every year. In addition 50 cadets (38 SD & 12 SW) are given att trg at AFA Dundigal, twice a year for a duration of two weeks, during Jun/Jul and Oct.

Types Of Centrally Organised Camps IN N.C.C.____

Types of Centrally Organized Camps (COC)

The following types of centrally organised camps are conducted :-

(i) Leadership Camps

These camps are conducted on All India basis to bring out the leadership qualities in cadets. There are four Advance Leadership Camps (ALC), one each for SD, JD, SD Naval Wing Boys and SW Girls. Three Basic Leadership Camps are held, one each for SD Boys, SW and JW Girls.

(ii) Vayu Sainik Camp
This Centrally Organised Camp is organised for Air Wing Cadets. 600 cadets (420 boys+180 girls) from all Directorates attend the camp. For further details see Air Wing Activities.

(iii) Nau Sainik Camp
This is held every year at Naval Base Vishakhapatnam. 560 cadets (400 boys +160 girls) from all Directorates attend the camp.
(iv) Rock Climbing Camps
Eight rock climbing camps are held each year to expose the cadets to the basics of elementary rock climbing and to inculcate spirit of adventure amongst cadets. Four of these camps are held at Gwalior in Madhya Pradesh and other four camps at Nayyardam near Trivandrum in Kerala.

(v) National Integration Camps (NIC)
These camps are conducted on All India basis and help bridge the cultural gap among various States of India. In addition, There are five special NICs conduced at Leh, Nagrota (J&K), Chakabama (NCR), Lakshadweep and Port Blair.

(vi) Thal Sainik Camp ( TSC)
Two concurrent TSCs are conducted at RD Parade Ground, Delhi Cantt every year. i.e. S D / JD boys and SW / JW girls. 640 Boy and 640 Girls cadets take part in this camps.

(vii) Republic Day Camp (RDC)
(a) NCC Republic Day Camp is the culmination of all NCC Training activities. RDC is held at Garrison Parade Ground, Delhi Cantt from 01 to 29 Jan. 1850 selected NCC Cadets from all States & Union Territories attend the Camp. The Camp is inaugurated by the Vice President of India and culminates with Prime Minister's Rally on 27 Jan.
(b) During the camp visit of Raksha Mantri, Cabinet Ministers, Chief Minister Delhi, three Service Chiefs and various State Ministers/VIPs are also organised.
(c) During the RDC, various competitions are conducted amongst the16 NCC Directorates to decide the Champion Directorate for award of Prime Minister's Banner. Competitions are keenly contested in various events such as National Integration Awareness, Drill, Line & Flag Area, Cultural items, Best Cadet of Senior Division (Boys) and Senior Wing (Girls) in each Service - Army, Navy & Air. Aero modelling and Ship modelling are also conducted during RDC.

National Cadet Corps is a Tri-Services Organisation comprising the Army, Navy and Air Force, engaged in grooming the youth – ‘The Leaders of Tomorrow’ – into disciplined and patriotic citizens. The genesis of the NCC can be traced back to the First World War when the Britishers created the University Corps as the second line of defense and to have a large pool of trained youth available for employment into the Armed Forces.
                     After independence the present day NCC under the Ministry of Defence came into existence on 16 Apr 1948 through NCC act XXXI, 1948. NCC was formally inaugurated on 15 Jul 1948 as soon as the schools and colleges reopened after summer vacation. The Girls Division of the NCC was started in Jul 1949. In 1950 Air Wing was added on 01 Apr with one Air squadron each at Bombay and Kolkata. The Naval Wing of the NCC was raised in Jul 1952, thus completing the true representation of all services in the Corps. Presently, NCC has approximately 13 Lakhs Cadets under its fold.
